Revolve Solar uses recovered panels to bring small-scale solar energy projects to the Seattle area at a fraction of the cost either of new solar or grid connections. This gives Washington state communities access to the nationwide boom in small-scale and off-grid solar installations.From the initial design phase to final commissioning, our systems are engineered for low maintenance and maximum longevity, even in tough-to-connect areas. Pairing our solar installations with batteries allows them to provide continuous power, even during grid outages and inclement weather.

Across the solar industry, many panels are retired or replaced long before the end of their functional life. This is due to roof repairs, system upgrades or minor defects. At Revolve Solar, we recover and repurpose high-quality solar panels from installers and manufacturers to create dependable off-grid energy systems. Our solar installations deliver cheap, clean power to communities and businesses.Even under the most pessimistic projections, solar panel waste is orders of magnitude smaller than that generated each year by fossil fuel extraction and combustion.But that contrast is exactly why we act. If renewable energy is to fulfill its promise, it must lead by example and ruthlessly eliminate waste at every stage of its life cycle.

Larkin is a materials scientist and former fellow at the U.S. Department of Energy where she managed federal solar energy research grants. She holds a PhD in Materials Science from the University of Cambridge and a BS in Mechanical Engineering from MIT.

Shoreline Tool Library Shipping Container Project

Reused solar panels turbocharging a reuse organization!

This fall, Revolve Solar completed the installation of reused solar panels at the Shoreline Tool Library (STL) just north of Seattle. This project was generously funded by the Environmental Mini-Grant Program from the City of Shoreline. A total of four solar systems were installed on STL's shipping containers. The containers store a myriad of tools and materials that were previously cumbersome to use and charge since the containers had no lights or power. By adding solar systems and integrated batteries, staff and tool library users can now use the shipping containers in any light or weather conditions, test powered tools and charge their devices.

Where is the industry today?

The solar industry is working hard to bring about a sophisticated circular path for every installed panel. Reuse and recycling companies like Revolve are scaling up in order to steward the decommissioned panels we expect in the coming decades. Keeping these valuable assets out of landfill is key.On the recycling side of things, the industry has made great progress in recovering the aluminum frames and copper wiring from each panel since those are easily removed and fit nicely into current recycling capabilities. For the remaining materials, high-purity recovery technologies are in development. Innovations in laser and chemical leaching are improving the recovery of high-value materials like silver, copper which are increasingly scarce and expensive.Europe leads the policy realm with mature Extended Producer Responsibility (EPR) mandates, while the U.S. market is more varied and dependent on state and local regulations. States such as Washington have begun to pass legislation tackling solar panel end-of-life stewardship.For Revolve Solar, the most immediate opportunity lies in reuse. The "early loss" segment (panels that have cosmetic damage or are decommissioned prematurely) plus residential solar panels that come off of roofs dominates our current supply stream. Repurposing these high-quality modules for off-grid power systems, bypasses the energy-intensive recycling process altogether and provides an immediate solution for landfill diversion.

Utah Legalizes Plug-in Solar

What can we learn from them?

In a landmark 2025 move, Utah became the first state to legalize and regulate plug-in (portable) solar systems, providing a blueprint for decentralizing energy access. This legislation, sponsored by Republican state lawmaker Raymond Ward, specifically targets barriers for renters and low-income residents. Plug-in solar (also referred to as balcony solar) is prevalent in other countries but has failed to take off in the US due to regulations. Germany is the banner example of plug-in solar success with an estimated 4 million plug-in units in operation as of 2025. Plug-in solar is cheap, portable and doesn't need to be attached to your roof. It can simply be placed in a sunny yard or balcony and plugged into your house to offset your power bill.The core of Utah's successful plug-in solar legalization was a simple adjustment to interconnection rules that exempted systems under 1200 W from lengthy permitting and interconnection processes. Previously, even a single electron fed back to the grid required a complex utility contract (and a ton of fees). Since plug-in systems are small, they are designed for behind-the-meter consumption to offset daily loads rather than selling power back to the grid. The Utah law legislation didn't give carte blanche. It mandates that all systems be certified by Underwriters Laboratories (UL) to ensure grid safety and prevent islanding.Utah’s bipartisan success proves that energy independence and affordability are universal values. States like New York, Pennsylvania, and Vermont are already filing similar "Right to Plug In" bills.For Revolve, this trend validates our focus on modular, off-grid designs. As other states follow Utah's lead, the market for pre-assembled, portable solar kits will explode. By lowering the regulatory "barrier to entry" for small-scale systems, we can unlock the solar economy for millions of people currently shut out by rooftop ownership requirements.
